In fact, chrome did it really well... Its just a few simple lines of code that replaces certain aspect of the browser (like a mini web page). Im personally AGAINST it because i probably won't use it... nor do i want that extra code myself. But its fine by me as maybe it will lead to better UI improvements as them make some of the lightweight themes... more.... non-lightweight.
